COE Ltd has recently completed the supply of the CCTV surveillance upgrade to Strasburg’s Premier League Meinau Stadium in France. This was to be integrated with Strasbourg City Centre’s system

Project brief

La Meinau required a comprehensive IP based CCTV system used during all events staged in the stadium including football, concerts etc. A primary requirement was to link the video feed from the stadium to Strasbourg City Centre and the Police HQ central control rooms, to enable remote access and monitoring.

Analysis

COE’s largest challenge with providing for this project was to enable real-time viewing of video feed from La Meinau Stadium to be viewed at multiple remote control rooms simultaneously. Another necessity was to establish a system capable of combining stadium access control and public identification with performance, reliability and flexibility.

Solution

To achieve the design goal of a flexible CCTV system, COE supplied its MPEG4 video codecs and fibre optic transmission products. Each MPEG4 codec is connected to a camera dome through an optical link based on COE single channel fibre optic equipment. Each video signal is coded as an analogue equivalent 4CIF-25 fps video stream on the local Gigabit Network. The COE MPEG4 video stream is integrated via COE’s SDK to a specialist third party control software solution. In addition, the system offers the opportunity to view and control cameras from the main Strasburg City OCC (Operation Control Centre) and Police OCC in real-time.
